Retirement of package man-pages-ru

Hi,

I'm announcing the retirement of the man-pages-ru package which will
take place as Fedora 39 Change.

The reason behind this is that the upstream of the man-pages-l10n has
started to provide the Russian translations as part of their sources
and thus the man-pages-ru is now redundant.

I've checked the dependent packages (on Fedora 38) using:
dnf repoquery --whatrequires man-pages-ru | pkgname
dnf repoquery --whatrequires '/usr/share/man/ru/*' | pkgname

And the results were empty, so it shouldn't have a direct impact on
any package in Fedora repositories.
