jimtcl soname bump

jimtcl 0.84 is out, featuring a lot of improvements and bugfixes, and
only two possible incompatibilities:

Unfortunately the soname did get bumped, and I belatedly noticed it has
one dependent package that is dynamically linked, openocd (I was
working on fixing the mass rebuild FTBFS, which in hindsight is likely
due to tests being flaky)

openocd builds fine locally, so I'll fix it forward if the
automatically created Bodhi update for jimtcl cannot be canceled.
