Orphaned packages python-markups and retext

Hello all,

I know this is not the normal procedure, but I am not sure I want to 
become a maintainer at this time since I'm not really familiar with the 
`.spec` packaging format.

Regardless, I did want to install `retext` using `dnf` and I did get the 
python-markups and retext packages to build using `mock --chain` and the 
resulting packages do install and appear to work.  See the attached 
commits for https://src.fedoraproject.org/rpms/python-markups and 
https://src.fedoraproject.org/rpms/retext .
