Description of problem:
Sys admin guide information regarding region and language doesn't specify which desktop environment is assumed to find the region and language. Also to find region and language in KDE, you click on the applications launcher, go to applications --> settings --> system settings, but it's also set as a favourite by default in F19 so can be found under favourites. Also in KDE, under system settings, the 'region and language' settings are under 'locale', 'country/region and language'.

--- Comment #2 from Ryan im_dracula@hotmail.com --- additionally, have just setup a VM with F19 on it running Gnome 3.8.3 and found that the location of the settings menu item is incorrect. To get to settings in Gnome 3.8.3, you must go to:
Activities --> Applications --> Utilities --> Settings
Also the region and language dialogue has changed, it now only has 3 fields, and no tabs. Those fields being:
Language Formats Input Language
And a button that says 'login screen' which takes you to a dialogue with the same 3 fields.
Adding another keyboard language is done through the + sign located within the Input language field
