List of docs project related git repos not under docs/

Briefly - Docs has a directory on git.fedorahosted.org's site.
A good portion of our docs are under there, but a growing number are not.
The proposal that's being discussed on list would have everything
under docs/ accessible by anyone that is a member of the docs FAS
group. The other thread is the canonical place for that discussion.
This particular post is to highlight the documents that aren't under
the docs subdirectory, and for us to make a decision about which if
any of these guides or docs-project related documentation get moved if
we agree to have a single group acting as gatekeeper for all docs
permissions. Some of the list below aren't clearly the Docs Project's
(such as Nigel's elections guide)
