A minor proof read of the proposed English F19 release notes

The attached document is in markup format.  I would like to work with a single individual
to 
review the markups that I made.  I had feedback that I was changing text unnecessarily.
By reviewing in detail each markup, using the libreoffice accept/reject  facility, of the
changes, a final document would be ready.

If it is too late, so be it.   But I feel that the exercise to review the markups is well
worth the effort.
LibreOffice-->Open the document -->Edit Changes-->Accept or Reject.
