100% correct.
AIUI Jens Petersen has asked about getting a separate package, I don't
know how far he got thought.
I've created two bugs, with patches, requesting that kdesdk be modified
to have a kdesdk-potools sub-package and that Publican depend on this
rather than kdesdk: 443023 and 443024.
