Problem when trying to publish zh_TW technical notes

Hello guys,
There is a problem when I try to publish zh_TW technical notes by using 
publican. Request is at here[1].

The error output is:

My procedure was as follows:
1. git clone git://git.fedorahosted.org/docs/technical-notes.git #ok
2. tx init && tx set --auto-remote 
https://fedora.transifex.net/projects/p/fedora-technical-notes/ #ok
3. tx pull -l zh_TW #ok
4. publican build --embedtoc --publish --formats 
epub,html,html-single,pdf --langs zh-TW    #error output

I checked there is not Development-Libraries-PHP.po available under 
zh-TW but that xml file exists in en-US directory.

Also there are only 58 xml files in en-US directory, but the translation 
po files are 72. Seems the git repository is too old.

Could anyone help me?

I *think* if you do a 'publican update_po --lang=zh_TW' it will
generate that missing file for you.  It will be empty, however, but
you should be able to build the document.

Hi,

For some reason, .tx/config file and translation files don't seem to be
included in the master and f17 branches in the technical notes repo. Is this
on purpose?

I think it would help doc publishers a lot to have those files in the
branch(es).

I have also seen this on the [quick?] install guide.
Wouldn't it be better to have on small team dedicated to translations?
I.e. dealing with Transifex.
This team/group would have git access to all guides, and will handle
setting TXN for all guides and branches. (master should not have tx,
right?).
One guide writer should not have to mind with TXN (Transifex.net), and
all guides have the same needs. Let's share them!
