Contributors list of F17 release notes

Hi all,
Could someone tell me why there are only few of the translators listed 
in release notes contributors section? This is different from the F16 
release notes.
Does it only list the names whom their language translation is completed?

mailing list trans(a)list.fedoraproject.org is on the Cc list.
