Uh ... I guess that's the only sensible answer.  Everything else would
put it somewhere that you'd have to burn or mount the ISOs to see.

Perhaps under a name such as "HOW_TO_MAKE_INSTALLATION_CDs".

One other note:  We are targeting inclusion of this file into the ISO
directory for FC5 release, not test3.
