[dotnet] FAS Group membership

Hi Team!
I've just changed our FAS group to meet packaging requirements, and as such
some of you have been removed. The group now requires members to be in the
`packager` group, I'll provide info about joining this when I collect it
all, because we are all in a bit different position than regular
contributor who would like to become a packager - we are working on it
collectively as a team. Just letting you know now to not be alarmed about
the notification you may have received about your removal from the group,
more info later :)
We can discuss whether we need another group for tracking of all members
(which would not have these requirements) or if we are fine with just one
packaging group in the next meeting.

[dotnet] Clean builds are now LIVE

Dear team,
I have managed to create the initial version of the package for dotnetcore which builds from source. It uses RHEL SRPM's and the trusted binary payload in them. I've also added SHA256 checks so we know for 100% that the files we are using are checked in RHEL. It now installs to /usr/lib64/dotnetcore as it should.
Of course it uses the Rover tool we mentioned to build the .NET Core itself. (thanks to tmds for the steps)

The spec file is in the github repo and there are a few issues where we can discuss the next steps. Maybe I should have made the repository in pagure, please let me know Rhea. :)

Hi Team!
Please try to attend the next meeting, there is quite a bit we need to chat
about... Most of it falls under "progress / open floor" so i don't really
have anything to add to the agenda... For example upcoming devconf, etc...
