Thankfully, no. It seems to be a packaging bug that I can work around:

However, I am running into a different bug with clang 10 that I am
trying to get to the root of: https://bugzilla.redhat.com/show_bug.cgi?id=1807176
Working around that one leads to another issue that I am still trying to
understand.
