Is this part of https://fedoraproject.org/wiki/Changes/GNUToolchain ? I
was a bit surprised because I didn't see it documented that GCC
maintainers would be patching other packages too.

Yes, it's part of that. 
We're trying to minimize the impacts across the
distro which also increases the testing coverage for GCC itself.  I've
probably fixed ~200 of these kinds of things over the last few months.  
Next year the plan is to start pushing all these trivial fixes to the
appropriate upstreams.

I needed the fixes to build the next version of .NET for Fedora, so I
went ahead and sent them upstream:

THanks.  I'm slammed in the rhel9
space, so I haven't had any time to
walk through upstreaming those trivial changes.
