hmm, in that case, it doesn't seem right that a module can get a default stream without all dependencies of that module being a part of it.

No, I think the issue is that default streams are intended to be standard upgrade paths. Downgrading when updating to F30 is an upgradepath bug, regardless of whether it's a standard RPM or an RPM from a default stream.
