[free-electronic-lab] Sdcc 3.5.0 in F22 testing and rawhide

The new sdcc-3.5.0 is now in F22 testing and rawhide. Users may want
to test the F22 package and give karma feedback. The plan is to push
the package to updates when either the karma target is reached or the
waiting time expires.
