I have to update both petsc and ngspice with specific configure arguments.

Upstream has moved on to Genious-TCAD-Open. But they have removed 3D tool
 and made Visual CAD as proprietary. Should we close this ticket (and #60
 [1]), and open a new ticket for Genious-Open?
