I do agree with you: We do not have time to vote all of those, but we
are still not following our own rules and I was just pointing it out.

Note that there is another (weird?) guide in the same page saying that
the tresurer or any famsco member in LATAM can approve tickets <= $499.
In this case, it would make more sense to get Itamar, Fred (is he still
in famsco?) or Neville to approve all those tickets and we would be
sticking to our own guidelines.

I do agree than we need to formalize the procedures with the Latam budget, the rule than we respect a lot is: we need 3 votes from ambassadors of different countries, those ambassadors must not participe in the event that is asking for resources from the budget.
