Latam 2016 year in review.

Well as the *still* history teller in Latam I wan to propose a post in the
commops blogs about the 2016 latam year.

I think that event owners of big events like FISL, Latinoware,
LinuxatUNI should contribute with their objectives and accomplishments.
There are more events, that should be also included. People that hold a
Release party. There was activity for FLISOL but I do not recall
Software Freedom Day events. 

There should be a section about fudcon, again event owners are key.

Not sure if this article may be more expedite if it is make like
interviews to events owners. Which can be conducted by email.

Interviews sound better for a more concise article. If we have each of
10~20 people writing sections in the same article, it will probably not
be a fluid text unless it gets some serious editing after thar.
