EPEL-ANNOUNCE Incompatible upgrade: python-{botocore,s3transfer,boto3}

Hello there,

I've just submitted an update[0] to EPEL 9 using the incompatible upgrade process. This includes three packages:

* python-botocore
  * python-s3transfer
  * python-boto3

I've disabled the auto-push-to-stable in Bodhi.
