My policy for updating golang in EPEL7 is to follow the updates in RHEL8, including whatever patches they include. RHEL 8.8 released yesterday updated to golang-1.19.6.

I posted the below a couple of weeks ago but I don't think it ever came through. 1.9.6 is now in EPEL7's stable epel repository.
