Hmmm, which guide to setting EPEL up has this? The one that should be used
is at https://docs.fedoraproject.org/en-US/epel/#_el9 and I will sort of
copy what it says here:

will install the correct file in /etc/yum.repos.d/ which should have the
correct permissions
