Yes, it's possible. You can create a separate python38-passlib package that
BuildRequires python38-rpm-macros and depends on the python38 versions of its
dependencies. You may have to package some of the dependencies for python38 even if
they're already there for python36. I don't think it has to be modular.
Perhaps the EPEL SIG can create some policy or provide some docs about this process?
