Why isn't a package in EPEL-X when it is in EPEL-Y.

Packages are not automatically branched for each EPEL version. They must be sponsored by a packager for particular channels, and packagers may or may not be interested in EPEL-X while they were interested in EPEL-Y. In most cases it is best to have users ask if the owner of the package as that tells the packager there are actually users for it versus guessing.
