I don't see why not (we only promise to not conflict with a couple base channels), though I'm willing to believe that it would be hard, especially for EL6.

devtoolset is designed to do all of this and is already done, so it seems that the only advantage to putting it in EPEL itself would be to reduce the number of repos during build time. In my opinion that's not a big enough advantage to justify all of the work that would be involved.
