Methodology: sync centos and epel locally so I can compare quickly. use the command 

repoclosure -r centos -r epelx -r centupd --repofrompath=centos,/srv/mirrors/centos/6/os/i386 --repofrompath=centupd,/srv/mirrors/centos/6/os/i386 --repofrompath=epelx,/srv/mirrors/epel/6/i386

I have included the full report in case there are problems in how I did things that I need to clean up.
