I think the next step would be for something to listen to those messages and file bugs under the Fedora EPEL product. Does that sound right?

Yeah. The new hotness is the thing that does this for Fedora things.
I would think it wouldn't be too hard to also have it do Fedora EPEL?
Perhaps file a issue on it?
