I'm unable to submit updates to EPEL 7 stable:
$ bodhi updates request FEDORA-EPEL-2020-d8b45f1e30 stable
fedora.client.ServerError: ServerError(https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2020-d8b45f1e30/request, 504, Error returned from json module while processing b'https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2020-d8b45f1e30/request': b'Expecting value: line 1 column 1 (char 0)' b"<html><body><h1>504 Gateway Time-out</h1>\nThe server didn't respond in time.\n</body></html>\n")
I assume this is a known problem and I just missed the announcement?

It's happening to me also, though mine is with an override $ fedpkg override create ServerError(https://bodhi.fedoraproject.org/overrides/, 504, Error returned from json module while processing b'https://bodhi.fedoraproject.org/overrides/': b'Expecting value: line 1 column 1 (char 0)' b"<html><body><h1>504 Gateway Time-out</h1>\nThe server didn't respond in time.\n</body></html>\n") Could not execute create_buildroot_override: Cannot create override.
I was having a similar problem last week, I opened a fed-infrastructure ticket and they extended the time out time. But it looks like things have gotten so bad that even that extended time isn't good enough. I have re-opened the ticket.

Something happened, though my ticket wasn't updated. I was able to see my update again ... once. But my smaller updates and overrides are working now. I'm glad it's working for you now. Troy

To clarify we knew it was having problems and tried a bunch of things to get it working, and it seems that it is now? But the actual root cause of the slowdown is still unknown. ;(

From https://bodhi.fedoraproject.org/updates/?status=pending I found this update [1] which are just pending and if we click on it, always gives "504 Gateway Time-out"

I think the updates being set to "pending" is a different bug, so it's good that you opened a ticket on it. My update went pending as well. And I really needed it to go to stable ... today (actually yesterday). But my ticket is here https://pagure.io/fedora-infrastructure/issue/8949

At least it worked for me. I was able to promote a few updates (single builds but also an update with ~a dozen packages) to stable.
