Would anyone be willing to package pure-ftpd in epel or help get it in the existing package please? Seems there is no response from current maintainer in bugzilla

I haven't done any testing but the following produced a package without error:
$ fedpkg mockbuild --root centos-stream+epel-9-x86_64
If nothing else you could maintain it in a COPR.

I've replied and offered to co-maintain the package. If the current maintainer doesn't reply in 2 weeks I'll petition releng to add me as a co-maintainer per the packaging process guidelines for stalled EPEL requests.
