You're correct on both counts. When RH deprecated
7 for aarhc64, CentOS
kept it alive, but since EPEL is built against RHEL, it had to be
deactivated.
WRT armhfp, those are built here
https://armv7.dev.centos.org/repodir/epel-pass-1/ and I try to keep them
mostly up to date with real EPEL
