Automatic python dependency generation on EPEL 8

It is not enabled by default for requires, only provides. It's forked
from Fedora 28, which didn't have Requires generation on by default.

In order to enable it, just add the following to the top of your spec:

# Enable Python dependency generation
%{?python_enable_dependency_generator}
