Koji garbage collection for EPEL repositories

Is Koji garbage collection enabled?  Or can users get access to all 
previously released package versions, assuming their builds are still 
tagged (and we don't untag them automatically)?

My belief is that the answer to all of those questions is yes.

Koji garbage collection is enabled which removes builds which weren't
pushed/signed. [IE a lot of builds never get to epel-testing and those
get removed.]
If a build was signed it is still inside of koji and we don't untag
them automatically. We may untag them manually under some cases.
