I noticed today that some of my builds were failing. As near as I can tell, xerces-c-2.7.0-8.el5 disappeared from the EPEL 5 repo at some point since 26-Sep. I've looked through the Fedora packaging system, but as far as I can tell the package has not been intentionally removed or altered. Any ideas?

So the package looks like it was partially blocked in the build system. I say partially blocked as it is listed as blocked in koji but isn't properly dead_packaged in fedpkg git so I am not sure if this was blockage was by accident or not. I have cc'd xavier on this to see if he removed it or not.
I do see that there is a xerces-c of the same build number in CentOS-5-extras though I don't know if it was 1:1 but it might meet your needs in the time being.

No, I did not remove it and I'm not sure how that happenned. It's needed for perl-XML-Xerces which is still available in EPEL5.

The same problem is with classads package (dependency for glite-lb-common and glite-lb-server):
glite-lb-common has broken dependencies in the epel-6 tree: On x86_64: glite-lb-common-9.1.1-1.el6.x86_64 requires libclassad.so.1()(64bit) On i386: glite-lb-common-9.1.1-1.el6.i686 requires libclassad.so.1 On ppc64: glite-lb-common-9.1.1-1.el6.ppc64 requires libclassad.so.1()(64bit) Please resolve this as soon as possible.
I think classads has been retired because it wasn't needed in Fedora. But it should be kept in EPEL.
So the proper way is to unretire it?

It is retired in EL5: https://admin.fedoraproject.org/pkgdb/package/xerces-c/
It probably happened before the pkgdb2 upgrade (2014-05-14), but the package was not correctly blocked in koji, but since recently, all retired packages will be properly blocked in koji.
