In spec changelog version is: Sat Aug 17 2019 Scott Talbert <
[e-mail]> - 3.0.4-10.1

The '.1' should go before the %{?dist} tag in this case so to not
confuse as the outputted 'el8.1' does.

This is not true:

And in addition, the Release: tag must be an integer unless it is
capturing additional upstream versioning information such as prereleases
or snapshots:

I'm not aware of any EPEL-specific exceptions to those.
