You might want to mail the current Fedora maintainers, and/or file a
bug/RFE against the fedora package to see if they would be willing to
maintain it in epel.
You can mail 'pygsl-owners(a)fedoraproject.org' or just file a bug in
bugzilla.redhat.com.
