I know epel-7 only does x86_64, ppc64 archs, does RHEL7 also not support multilib (e.g. the ability to run x86 binaries on x86_64)?

RHEL7 does support some multi-lib. There are 1058 packages in the RC that has i686 in its name (2244 have x86_64 so almost half has been compiled for multilib?)
However I do not know what the issues koji has with doing multilib with RHEL or if enough of the multi-lib is around to enable without a full 32 bit OS around.

Rhel7 does, but there is not enough i686 that epel can do multilib, so epel7 is not goingto support multilib at all
