New limited arch package "libdnet"

Hello all,

as per https://fedoraproject.org/wiki/EPEL:Packaging#Limited_Arch_Packages
I would like to notify you about my intention to add the libdnet package to
EPEL 7 to cover ppc64 and ppc64le architectures, which are not covered with
that package by RHEL 7 (RHEL 7 just covers aarch64 and x86_64 here).
