Update Information:

Re-order the stop/start fedmsg notifications to catch more errors.  Crucially,
update the way we interface with libcloud's ec2 providers to support uploading
to eu-central-1.

This update can be installed with the "yum" update programs.  Use
su -c 'yum update python-fedimg' at the command line.
