I really like this idea too – and maybe to go a step further, a channel
notice like
#fedora-mktg where you join and it sends you a message with the
topic too. With things like the webchat client, a channel notice sticks out
more than the topic since it sends me a direct message with the notice
information.

I like this idea too. I think there's a wiki page or bot help dialog for
pinglists, but I don't know how to do channel join messages. If we're
agreed on both, let's do the pinglist first so we can talk about it in the
join message.
