Registration request for Flock 2018, Dresden, Germany

Myself Satyabrata Maitra, would like to register for Flock 2018 as attendee.
I should be in Brno, CZ during that time, so, I would like to attend this conference.
I would need budget for stay in Dresden, Germany from 8th-11th August 2018.

Sounds like fun! Depending on what the policies are for the venue, we might
be able to get you set up in one of the smaller meeting rooms where we
already will have projectors and the like.

How was Dresden picked?

Hi,
I've just seen the announcement that Flock will happen in Dresden [1].
I was just curious where and how was this decided? Last thing I was able
to follow was three proposals [2], long silence and then Dresden. From
my point of view, it just occurred out of the blue.
Is there some other mailing list where those decisions are made?
Or is it a private discussion?
Don't get me wrong, I don't *object* the decision, in fact Dresden works
for me better than all the 3 proposals; I'd just like to know how this
works, so I can understand it better. Chances are, I was just lost
during the process.
