Ouch to people who don't get scheduled on the "important" day. That's just incentive for people to ditch early and not stay for the rest of the conference.

I don't think the budget difference is a big deal. We've ended up having to pay for space the last few years anyway. I agree with fewer tracks at one time, but not down to only two, and I definitely don't like having a day specifically for "the important talks."
