 Well, if we could guarantee 20 people for each of the seven talks at the same time I think we wouldn't have this discussion. The problem is that from my observation at the last Flock a lot of talks had attendance well below 10 which doesn't have to be very comfortable for the speakers. Speaking to a very little audience is IMHO a bit odd and if you take time to prepare a talk and travel to a conference you want it to have some level of reach.
