Just to clarify, I have used(multiple times) PayPal account to receive money
in India. It works well, I've never experienced any issues.

I have just attached my bank account with paypal and it works fine.
 


As for the payment for Flock registration, I think any international credit/debit
card should do. One need not go via PayPal for doing payment.

In last decade, Banks in India remained very aggressive for distribution of credit card, i am sure most of the people want to attend flock must have one.

For rare case, as Bex said, good to add note.
