I agree, *a* keynote sounds reasonable. Frankly, I think the
community would benefit from a keynote that outlines broad, Council
level goals *and* suggested actions in Fedora to flow out of them.
Not just aspirations, but specific challenges to teams to make changes
that support those goals.
And yes, I do also wear rose-colored glasses sometimes. :-)
