Officially accepting late submissions is a slippery slope. I'd avoid it.
What if we had a room reserved (except during plenary sessions) for
last-minute write-ins on a first-come, first-served basis?
In the past, we've always had space to accommodate impromptu sessions
on a first-served basis. That was more a reflection on the fact that
the workshops never really filled all the room slots, but we kept the
rooms anyway for that reason. It's worked out well.
Complete aside: If you haven't blocked out a quiet room/commons space
for people to go and work, etc I would recommend it.
