Flock bid process: Wiki gardening

Hello all,

I just wanted to share that I went through the "Flock bid process" page 
and attempted to bring it up to date for Flock 2017 and anyone 
interested in putting together proposals for next year. I tried making 
the page a little more date-agnostic, but would appreciate if someone 
with more information would also take a look.
