Flock 2017 Cape Cod Proposal

Hi,

Over the past few months a group of folks from the Red Hat Westford office have worked on this proposal:

As in the Evansville proposal, the evening events here are rough cut, and could be explored more in-depth and solidified with confirmation of Flock's location. The location is less than a 2 hour drive from Red Hat's Westford office, where a good number of Fedora contributors are located, so we did a quick survey on the office list to see how that might impact attendance - preliminary results are in the bid towards the bottom, and as more responses trickle in I may update those numbers accordingly.
