I followed your steps and downgraded the fonts. It fixed the overlapping issue, temporarily. Then I did a 'dnf update'. After installing those updates I noticed that the overlapping issue has returned. Same for me, google-noto-sans-sinhala-vf-fonts-20201206^1.git0c78c8329-4.fc37.noarch works on F36 but not on F37.
