Yet, Qt has been using HarfBuzz for a few years now, and has no
trouble
loading legacy bitmap fonts. HarfBuzz is mainly a layouting engine, it can
be used just fine together with FreeType's font loader.
That's what pango (and Libre Office) did at first, before giving up on the
legacy path
The Pango developers decided against doing that due to some locking
issues with FT_Face that
would be better addressed in FreeType,
Because harfbuzz was created and written to replace this buggy code. By the
people who used to maintain this buggy code freetype-side, before deciding
fixing it properly required creating new lib.
You may as well ask why wayland does not depend on good old X11 code. Replacing
the good old bug-ridden code is the whole point of both projects.
