I've created status pages[1] for certain releases which indicates if the result may potentially be not desired or not. also comparison pages[2] between releases to see what fonts has been changed by a release. so we can see if any unexpected changes is made or not.
For the point what I would encourge you to check, the green color means the result was expected, at least from fontconfig config files font packages has. if that's not what you expect, you should file a bug against font packages. the orange color means the result may potentially be wrong or fell back to other font because of missing proper config file etc. we should fix that.

I was expecting to find `Rachana' in place of serif font for language Malayalam. We have the fontconfig file in place [1] and the output of [2] is also as expected. Any ideas why the serif font is also shown as Meera instead [3]?

Thank you for the comment. that is because smc-rachana-fonts is marked as optional in @fonts group at comps[1]. if that isn't expected behavior, please submit a PR against fedora-comps to correct. also, apparently Meera is substituted as serif in 65-nonlatin.conf. if this is wrong too, we need to correct it. please let me know.

You're right. that depends on the size and how important of serif we have for Malayalam I think. I'll leave this to you.

I think that is right behavior. In default install only Meera font is sufficient. When someone does $groupinstall or langpack malayalam install, supplementary fonts (rachana) should get installed.

As said above IMHO for non malayalam locale Meera font is sufficient. We are following same for other languages as well.
