Sorry for taking a lot of time to move next step. I've filed bugs to the package
that contains the problematic fontconfig config file.

How to fix it, again, if your target language doesn't have more countries in the
language tags like ja, you can simply use compare="contains" instead of having
more <match>es. otherwise, unfortunately you need to choose any way according to
your purpose in the rule as I mentioned in the bugs. e.g. compare="contains"
works for all of Chinese say, but not for Simplified Chinese only or Traditional Chinese
only.

| values, this change has been made because of the
| unreliable/non-intuitive behavior. for alternatives, if one wants to
| test the lang, you can use compare="contains" instead. otherwise
